While serving as In-house Counsel for a national nonprofit corporation, Sheila handled
the corporation’s contracts (including government contracts, grants and cooperative
agreements), contract negotiations, compliance with federal, state and local laws and
regulations, employer-employee relations, leases, intellectual property protection,
initiation and response to legal processes and litigation, investigation of employee
complaints and oversight of corporate governing structure, including bylaws and articles
of incorporation, ensured compliance with applicable federal, state and local laws,
ordinances and regulations, and management training. She also assisted justice
agencies throughout the nation and U.S. territories on the implementation of federal and
state mandates, such as the Brady Bill. In addition, she held the office of Secretary-
Treasurer of the corporation.

Sheila also frequently teaches for California State University at Sacramento, College of
Continuing Education, Robert Presley Institute of Criminal Investigation.  She instructs
law enforcement investigators on judicial expectations of investigators’ courtroom
testimony and demeanor and search warrant requirements.

Sheila J. Barton has been an attorney for over 32 years
and has held judicial appointments in two states (Nebraska
and Wyoming). Her experience is multi-faceted giving her an
insight into all stages and challenges of her clients’ lives.
She is licensed to practice law in California, Nebraska and
Wyoming.

As a judge, Sheila presided over a variety of cases,
including probate, adoptions, civil cases, criminal cases,
juvenile cases, termination of parental rights, small claims
cases, municipal code violations, extradition hearings,
felony preliminary hearings and the issuance of search and
arrest warrants.

As a solo practitioner, Sheila's practice included probate,
asset information, organizing and maintaining records of income and expense
transactions, preparing inventories of estateassets and probate and trust litigation.

Janet served as Assistant Secretary of the Thomas C. Ackerman Foundation, which
supports various community projects in the San Diego area.  In this position she had
extensive contact with grant seekers, grant recipients, and the Board of Directors. She
assisted the Foundation in review of grant requests, organized grant information for
review by the Board, maintained financial information, attended quarterly meetings and
prepared corporate minutes.

Janet received her Paralegal Certificate from the University of San Diego, Lawyer’s
Assistant Program with emphasis in estates, trusts and wills. In addition, she holds a
B.A. degree from Augustana College, South Dakota.
Janet K. Osborn has served as a senior probate
paralegal for over 20 years for such firms as Luce,
Forward, Hamilton & Scripps in San Diego, California and
McDermott, Will & Emery in Chicago, Illinois. She has
extensive experience in the administration of complex
domestic and international probate estates, trusts,
guardianships and conservatorships. Janet’s
responsibilities include ongoing client contact, as well as
communication with brokers, appraisers, insurance
companies, medical agencies, municipal and state
agencies, Internal Revenue Service and probate courts.
She assists in the preparation of court documents, tax
returns, accountings, and valuation and transfer of assets.
In addition, Janet provides paralegal support for the
administration of probate estates and trusts, gathering
